This $608M Terminal 1 and 2 Renovation and Expansion Project at Raleigh Durham Airport consisted of four major projects.  BREE provided an Assistant Project Manager and  an  Office Engineer to assist the Airport Authority staff with providing program management and agency construction management services.  BREE was responsible for the submittal process for these projects using Primavera; the various aspects of design, permitting, construction and closeout phases; the electronic document control; and the CADD management system.  BREE    developed the CADD standards and a layering matrix as well as maintained all contract documents and enforced their quality control on all associated projects. BREE designed procedures for a paperless submittal and RFI process in addition to managing storage/retrieval of all contract drawings and material deliverables. BREE has facilitated consistent interaction with the RDUAA’s GIS/CADD department, A/E firms, contractors, vendors and multiple field and office personnel to ensure timely arrival of project documents, construction activity execution, and completion of tasks during design/bid and construction phases of project.   After over 10 years on-site at RDU, BREE is providing an office engineer to assist with project close-out services.

11th Street Bridges REPLACEMENT

This project is DDOT’s largest project and the District’s first Design-Build-to-Budget procurement approach.  The total project is $300M and Phase II is $90 M— On Phase II, BREE provided independent cost estimates.  On each of the cost estimates and the final adjustment, BREE performed reviews, quantity calculations, research, and a pricing analysis.  Finally, BREE provided DBE Field Support and Project Close-Out Services. This support included field and office assistance advisory services for the Contractor’s Disadvantaged Business Enterprise (DBE) subcontractors and assisting HNTB in the project close-out.

VDOT hot laneS I-495/I-95

This $1.4B project was for the construction of 14 miles of new HOT lanes (two in each direction) were being built on I-495 between the Springfield Interchange and just north of the Dulles Toll Road.  BREE’s scope of work for this project was to provide technical consulting and compliance support to the VDOTGEC Team. BREE provided assistance in evaluating design-build plans and quantity take-off.  Further, BREE monitored the performance of DBE/SWaMs once on-site in order to assist them in meeting the technical and schedule requirements of the project. Lastly, BREE conducted compliance reviews to ensure that federal and state labor regulations were being observed throughout the performance of the work, and that records were being properly prepared to document the results.  These reviews included but were not limited to certified payroll, Davis Bacon interviews, and EEO policies.

NCDOT STATEWIDE AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROJECTS

BREE provided Project Management Services for four new construction transit administrative facilities and one renovation statewide during preconstruction, construction, and closeout.  Services included but were not limited to coordinating and attending project progress meeting, providing construction administration, conducting inspection, monitoring costs and schedule issues, and ensuring ARRA project requirements were in compliance. BREE ensured the building systems were operable and that the sites/buildings met current ADA Compliances.  BREE also coordinated Field Orders and Change-Orders to prevent project construction delays.  BREE kept the owner accurately informed throughout the project and provided a monthly progress report that included any outstanding or unresolved issues.

Triangle Transit Authority Program Management

BREE worked in partnership to provide public involvement support for this Triangle Transit Authority $7.2 M project.  BREE provided outreach, facilitation, and coordination to the clients for the projects regarding land use, transportation, capital improvements programming, and sustainability research.  BREE also assisted with the development and implementation of the Public Information Plan that included material and database development, public information, steering, and coordination of stakeholder meetings.

NC TURNPIKE AUTHORITY TRIANGLE EXPRESS U-4763B

This $738M Design-Build construction project was fast paced and schedule driven.  The construction consisted of grading, drainage, paving, structures, guardrail, signing, signals, ITS, and toll technology.  BREE provided qualified trained and certified Transportation Technicians II to perform erosion control inspections, ensure permit compliance on a daily basis, prepare daily reports, attend required meetings, and perform technician level contract and construction administrative functions.  Further, BREE ensured that erosion plans were implemented and current plans were maintained and updated with appropriate approvals.  BREE also ensured the permit compliance by the Design-Build Team— reviewing waste and borrow pits, and other activities as needed to proactively mitigate all erosion and permit issues.

AMERICAN TOBACCO TRAIL

This $7.5M project consisted of a section of the trail that was approximately 4.1 miles from NC 54 60 the Chatham County line that included the construction of a minimum 10-ft wide bride from rail-to-rail over I-40.  BREE provided a civil engineer for construction oversight of the installation of the erosion control devices as well as asphalt paving of the trail.  Daily reports were provided to the contract managers and approved pay items were entered into Primavera and PDRX.

Ragsdale High School Addition and Renovation

For this $33M addition/renovation, BREE provided cost estimating services during the site work that included a detailed quantity take-off and pricing for site completion including subcontractor input for schematic estimate, DD estimate, and CD estimate deliverable for each GMP.  The project consisted of an 80,000 sq. ft. addition as well as renovations to the existing buildings and playfields.  The new construction included a media center, main gym, Autism Wing, and administration area.

NORTH DURHAM WATER RECLAMATION FACILITY

This $9.9M project consisted of providing professional engineering to perform inspection services during the activities related to the construction of a sixth aeration tank, a new ultraviolet disinfection facility, and structural repairs to the primary treatment facility.  BREE provided a qualified field technician, as well as an engineer, to inspect construction activities, perform document control, manage the communication between the owner and the client, attend construction progress meetings, and keep an official record of progress.
